RPL usage is how programs, well, _use_ VTAM. So certainly they increase buffer usage. It's a meaningless question though as without RPL usage, VTAM wouldn't _do_ anything.
It's like asking, "Does DCB usage increase the buffer usage of QSAM". Sure it does. Why wouldn't it?
