Yes, they are there in the Win10 bash shell (or rather they are after you install the xpdf package). The Win 10 bash shell is at Ubuntu level 14.04, which is a few years old now. The new version due to hit Win 10 systems soon as a big update ("Creators" update) will have Ubuntu version 16.04 which is much more recent.
IMHO the availability of a genuine bash shell and all the Ubuntu Linux command-line tools is quite an interesting development in the Windows world.
