If it is both JES2 and WLM managed, it is a general JES2 issue. SJ in front of the job issues the 'Start Job' (not Submit Job) JES2 commmand.
Are they all in the same jobclass? I suppose not if they are JES/WLM mixed. Post a $DJOBCLASS(x) for one of the jobclases.
