The IBM publication with the most information is the MVS Extended 
Addressability Guide.

I may not be getting at what you mean by "how the PC rtns are used" but 
I'd hope that this was fairly apparent to anyone who is investigating this 
topic.
PC routines are just programs. How you use a program is up to you.

But why a PC and not a branch? Because of any of the operations that are 
unique to PC's: change state, change key, change primary address space, 
etc.
