Some pointers on tracking down a missing element.
1. Get into the SMP/E dialog. (If you insist on command mode, you're on your
own.)
2. Go to 3.1 query.
3. Enter only target zone (e.g. MVST100) and entry name (IZUSEC). Leave entry
type blank. Press Enter.
4. You will see this if the element is installed:
S TYPE ACTION
SAMP
5. Select the SAMP. You will see this:
Entry Type: SAMP
Entry Name: IZUSEC
LASTUPD: UI90034 TYPE=ADD
FMID HSMA210
RMID UI35928
DISTLIB AIZUJCL
SYSLIB SIZUJCL
6. Go to the SYSLIB SIZUJCL however that's named in your system. In my case
'SYS1.SIZUJCL(IZUSEC)'.
If entry is not found in Step 3, there are a couple of possibilities. Sometimes
the SMP/E entry name is different from the name you know. In this particular
case, you would not find it because the 'adding sysmod' UI90034 has not been
applied. Unfortunately, as others have said, you have to search outside of
SMP/E to find the installing PTF. Google as always is your friend.

When a search is done for just IZUSEC it comes up with the following URL

2) Was a search done in IBM Link? Check all fixes to make sure you are
current for z/OSMF.

Note: Always receive all of your HOLDATAT and SMP/E Fixes often. That way you
will not be missing fixes, just need to apply them when needed.
It looks like you may need to apply more fixes before getting z/OSMF up.
