I hope.  I suppose I need to test.  It's plausible even that for (FSVO)
compatibility the operation will succeed as a no-op, much like an
attempt to compress a PDSE with IEBCOPY.  RC=??

This was most often done as a shortcut to empty a PDS: write a
terminator at the beginning of the directory and reset DS1LSTAR.
