I mentioned this WLM message in a recent thread on CBU. The message is issued 
whenever there is an increase in processor speed (CBU on) or decrease (CBU 
off). We actually first saw the message when a z/10 cooling unit failed, and 
the machine slowed itself down--as advertised. To this day AFAIK that's the 
only z/OS-visible message. I suggest that everyone define this message to their 
automation product for special handling.
