Looking at the same manual, I do not think it can be done "Automatically" I think the command you mention and/or one of the DBCS based subcommands (BIG5, EUckanji, ...) has to be done first.
I would think that to do something automatically, you would have create a program (REXX) that checks the file and invokes FTP to send the file after initializing the setup within FTP.
