In development groups that are working with ALC/HLASM it is used all the time from my experience.

Now, for a company with general users, and is not an ISV, if you have HLASM programmers, yes, let them have it. If you have your security stuff set up correctly, they can't get to anything with IPCS they can't already get to just by snooping in memory with TSO TEST.
