Speculation:  z/VM 7.0 should include an ESA/390 early IPL module for
z/13 and earlier CPUs that switches to 64 bit mode then continues with
normal IPL.  This module won't run on z/14+, or it runs and the
failure triggers the 64 bit mode IPL.
