Looks to me like the real issue was probably a decree along the lines of “all 
command line programs must output usage information when invoked with --help or 
--version.” Which is actually a perfectly reasonable policy, except it should 
have been followed by a conversation like:

“That doesn’t apply to ‘true’, though, right?”
“Of course not, use some common sense.”
