It's certainly true that an SMS-managed data set must be cataloged, but we're also talking in the OP's scenario of data sets on different systems in the sysplex. As each system can (must?) have its own catalog it's certainly the case that you could have multiple SMS-managed data sets with the same name, and ENQed, within the sysplex. So the facility to delete or rename one of them is still needed, even when they're SMS-managed.
