Perusing the latest PL/I Programming Guide, there are many, many instances where if you want to use a particular thing, you need to use a PDSE for the executable output, because it is a Program Object. You're not "forced" to use a PDSE in exactly the way you're not forced to use any feature which requires a Program Object. That is equally true with COBOL.
