BPXWDYN hardly depends on UNIX.  I suspect its documentation landed in the
Rexx-UNIX book where it hardly belongs.  I've used it or at least tested it
outside both Rexx and UNIX.

A few whiles ago, Mark Z. (or was it Ed J.?) had a problem calling BPXWDYN
before the OMVS component (address space? STC?) was up.  I believe this was
regarded as a bug, and may have been fixed.  Something to do with preparing
to report errors on /dev/fd/2.

I strongly suspect BPXWDYN strongly depends on SVC 99.
