I am not sure, but if this is restricted to TSO Submitted jobs, then perhaps IKJEFF53 exit might help. This will not help on Intrdr submitted JCL.
If you have a Scheduling package, you could see if that could help. If you have a change management package like Changeman or Endevor, then you might be able to do inserts on releases. Maybe there are other options, if you could explain the problem you are trying to solve, there might be other answers. Also SMF record 42 has some information on PDS level information.
