If you specify RSU*, any not-yet-applied updates with any RSU SOURCEID that pass the other filters (FORFMID, SYSMOD, etc) would be eligible to be applied. If you really want only a single RSU, you are better off specifying it.
Since your last RSU is 1403, what do you intend to do about the 18 RSUs between then and 1509?
