You could IPL a stand-alone utility such as Innovation Data Processing's FDR stand-alone restore. But do you have DASD to restore to, and tape drives to restore from?

I also have to reconfigure the I/O because a pair of I/O modules where damaged because the heat-sinks fell off when removing them and they damaged some chips while removing them.
