Not true. z/OS 1.6 is the earliest release to require z/Architecture (i.e., ARCHLVL=2). As documented there might be a message in the wait state message area. A standalone dump would usually be needed to make much progress. Was OS/390 R10 even a release for which z10 support was provided? have no idea.
