Perhaps the following would work? I did it at my shop and did not get a
syntax error. Notice the use of a double ampersand. If you look at the
resulting automatic command, it only has a single ampersand. It's kind of
like with HLASM's need to double an ampersand to get a actual ampersand.

$T A,T=18.30,I=86400,'$T OFFLOAD1,DSN=BKCAVTP.S6.D&&LYYMMDD..T&&LHHMMSS'
