IMO, this is a design flaw in MSPL. Most of the allocated spool space is NOT being updated even though the STC is active. Any SYSOUT can be cloned to a new volume and the old space freed. No new allocations to the old volume would be allowed (ie: When more space is needed by the STC, do not allocate it from the old volume). The current must not be active is just a way of avoiding doing the usage scan needed to move the data while the task is still active.
