You can perhaps use this ALTUSER sample if you want RACF to assign an UID
automagically:
> ALTUSER USER01 +
> OMVS(AUTOUID + <== Let RACF assign a new un-shared UID
> HOME('/u/user01') +
> PROGRAM('/bin/sh') )
