Yes, it is official IBM software but because it isn't supported by the usual 
development team and management structure.
There are a few IBM pieces of software that are used by many customers but are 
in this 'grey' area - SCRTTOOL is one, another is the set of tape tools that 
are downloaded.   These are more like the old 'Field-Developed Programs' that 
you used to be able to purchase.

I think, personally, that SCRTTOOL ought to ship with z/OS and its upgrades 
ought to be delivered as PTFs and/or new FMIDs. It's an important piece of 
software to a lot of paying customers.
