It could be part of the OS definitions in HCD panels CBDPDVOS (Define Device to
Operating System Configuration) and CBDPDV13 (Define Device Parameters /
Features)? There you can define the device as initially offline.
Or it could be part of the ICC/OSC definition that is accessed from OSA
Advanced Facilities at the HMC. Assignments can be made by LPAR/MIFID and
other criteria there.
I use the latter, combined with IODF definitions that put all online and use
CUA assignments that are the same on all LPARs. But they could easily be
