I would suggest to play with java security settings and ...wait. JUST
WAIT. Sometimes it takes ages until the java window pop-up.

The second question is: if there is a way to IPL zVM 5.4 from remote
HMC access with a browser, how does one go about it?
The only interaction with HMC is LOAD icon against LPAR icon. You can
have console on OSA-ICC attached emulator session.
A further issue is that FireFox has stopped allowing logon to the HMC
because it uses SSLv3 and FireFox considers that unsecure. Is there a
way around this in FireFox (Chromium is not as fussy, but only warns
me), Or can I change the protocol at the HMC itself, and, if so, how?
