Thanks Gil. The requirement to eliminate JCL was not clear to me. 

However, I don't understand why you posed a question without its answer. The 
ISPF SUPERC utility may, of course, be invoked via a REXX. Invoke ISPF option 
3.12 and specify execution mode 2 (batch). Emulate the JCL it generates in the 
REXX (e.g. ALLOC and CALL commands).  I believe (but have not tested) that the 
REXX does not have to execute in a TSO environment.
