I read from the question an implication of intent to move a single
application from VSE to an existing z/OS system that has resources to
spare.
While the expense and effort of creating and learning a new z/OS
environment and migrating from VSE to z/OS can be a major effort, moving
just one application to an existing system may not be that big of deal
as there is considerable overlap in compatible high-level language
support, compatible data set support, and even some fairly standard ways
to deal with system macros at the Assembly level. Those differences
become much larger if you attempt to move to platforms with other
hardware architectures and operating environments, especially if they
lack adequate support for supervised batch execution.
If the migration has only a minor impact on the target z/OS system, then
the only significant cost considerations are the migration effort
itself, and z/OS could very well be the cheapest solution.
