It is traditional and often useful to distinguish control characters and graphic characters, printable/displayable ones; and some very different dichotomizing terminology has been used to make this distinction.
The notion that some code points in a character set---SBCS, DBCS, or MBCS---are "characters" and others are not is, however, a supremely silly one.
