Did you look at the volume in question? Is the dataset there? Is the DSCB correct? Can you browse the dataset (or print it with IDCAMS or dump it with ADRDSSU)?
The dataset is a migration one. Is it on ML1 or ML2? If ML1, then there might also be a backup copy. If ML2, do you duplex your ML2 volumes?
