I easily find the the timezone for El Paso is "America/Denver" and for Houston
it's " America/Chicago". Yes, it's imperfect, to wit:

... etc. But it's still possible to do far better than z/OS which performs
time conversions incorrectly for most of America for 2006 and earlier.
