You might be right about when STEPCAT/JOBCAT were removed 
completely, but they were never allowed with SMS managed data 
sets. The following is from MVS/DFP 3.3: Managing Catalogs, 
Document Number SC26-4555-02, dated December 1991. IIRC
it wasn't new then.
