Your LISTCAT showed a MAXLRECL or 9156. With RECFM=VB, there are 4 bytes of
overhead, so LRECL=9160==9156+4. The 27998 is 1/2 track blocking on a 3390.
What I do is let SMS calculate the optimal block size by using
DCB=(RECFM=?,LRECL=?,BLKSIZE=0)
