IMHO it's not so easy. In theory you don't need VTAM at all, you can use
TCAM or RYO replacement.
However in order to use TSO you have to start VTAM.
I was thinking along the lines of multi-user applications that do not
need TSO, e.g., ROSCOE or Wylbur (really Milten). When PCs started
catching on, our users wasted a lot of services on file transfers; our
solution was to offer a (highly modified) multi-user Kermit, at highly
reduced cost, with local access checking - it proved very popular, and
increased our revenue due to higher TSO resource availability.
