Sharon, We just had a big discussion on IBM Main on this topic. You should be able to search the archives and find the various threads. According to Tom Ross IBM L3 Cobol, - PDS/E is the requirement.
You may wish to see if there have been any SHARE presentations or Migration PDFs from Marna that talks to COBOL V5.1 and running with down leveled z/OS systems.
