I've got a few comments on this question/response;

1) WLM under zOS 1.9 isn't going to recognize any processor later than an z196, 
so you might have some interesting decisions made by it.
2) If you're using ICSF, it might not recognize CryptoExpress 4 cards.
3) Depending on your ISV software products, vendors might have problems 
generating license codes for an zEC12/zBC12 processor.

The short answer is "yes".  And you don't need to get the extended end of life 
updates for z/os 1.9 to do it.
