We maintain 2 SMFPRM* decks exactly for this reason - At IPL time we DO not 
record 19's, following the IPL we switch SMF to record 19's via automation.

*VERY* early in the IPL process, the system attempts to touch all *ATTACHED* 
DASD (for the purposes of the SMF19 record). It will wait if the volume is busy 
to another LPAR.

If you turn off SMF19 processing, I would expect this issue to go away,

We are running zos1.13 in a monoplex environment. 1 production lpar and 1 
sandbox. We do have a couple of shared volumes for the convenience of moving 
dsn's etc. The 4299 address is NOT a shared volume, it's online to the 
production lpar and offline to the sandbox. That's the config in IODF. Why 
would I get this message on the lpar where the device is configured offline and 
not used?    Thanks
