At one time (MVS) there was a product called QCM. Which did measure precisely the amount of CPU time that was used by the task and by MVS.
Alas it is (AFAIK) no longer marketed.

I've been doing capacity planning since 1981.
VM is better than MVS, but it's not 100% accurate.

No software monitor can be.
