Sure, but that's a rather different and far less unreasonable problem. What does UNIX do in general when you send a message to a user by userid? Send it to all sessions, or the first, or a random one, or...? I'll be quite surprised to find the TIOC using only the userid as a key to keep track of where to send non cross-memory TPUTs.
