Ya gotta change something.  The JOB statement works as well as
anything else.

Yet, I appeal to consistency.  If some designer pranced into the room
and announced, "There's never any reason to skip the first step, so
I'm designing IF so the first step is never skipped," I'd order him
dragged outside and shot.

(But, remember, even if IF appears before the first step, there's no
supported operand syntax that would result in that first step being
skipped.  I'd change that.  (I'd welcome refutation).)
