Why do you want to APF at runtime?  What problem are you trying to solve?
Could you clarify what you need to do?



You can dynamically APF authorize a library which would be good until the
next IPL.

Or you can permanently APF authorize a library which would be good across
IPLs.

What is the reason you want do APF authorization this way?

Next, what products do you use

Job Scheduler?
Batch REXX?
Automation  (OPS/MVS, Tivoli, etc.)
Monitor (Omegamon, Mainview, etc.)

Do you need the load module to be authorized because it is or needs to be
running out of an APF Authorized library?  You linked it with AC=1?
