As others have posted, your IBM account team or business partner should
be able to help. Also, Appendix B of z/OS Version 2 Planning for
Installation has a partial list of product levels for z/OS V2.1. You
can find that book here: http://publibfp.dhe.ibm.com/epubs/pdf/e0z3b100.pdf
That appendix starts on PDF p. 139 (which is book page 127).
However, usually, most products say they run on a minimum level of z/OS
or higher. I'd expect things like VS COBOL to run on z/OS V2.1 if they
ran on z/OS V1.13, but like anyone else I can't prove that without
looking them all up.
