I already had changed direction and set up my mind to actually tweak the original C codebase and teach it to read PDS directory and then the members in a loop rather then write a new COBOL application. I realized that it would be much more cost-effective (taking into account my time and the required effort). I can actually convince the maintainer oif the original codebase to embed such changes in the canonical code. Thank you to all who answered, you gave me great insights on the issue.
