Unix System Services was available under MVS 5.2.2. z/OS is the newcomer; the immigrant. Is it required that your code work under versions of MVS older than 5.2.2?
Allocate the PDS(E) with DSORG=PS; RECFM=F; LRECL=256. Parse out member names. I believe the data formats are in Using Data Sets; perhaps defined more formally elsewhere. Allocate each member in turn (but does COBOL support DYNALLOC?) and read it. Disclaimer: I've done this in Rexx.
