Further question: Did ISV license require any IBM approval?
I mean qualification of given company as an ISV and the permission to
use ISV license.
Just curious. I have never worked on zPDT in any licensing flavour. And
I have no plans for that.

Yes. ISV license is discounted. Not sure about the amount you specified by
