You only need both ASM.SASMMOD1 (SASMMOD2 is the toolkit and would need this also), and if you need it but it must be APF authorized on the volume that you have it located. I think most people have them in LNKLST and have linkauth set, but I'm sure others might not. Sometimes people will move the dataset or they add other stuff to PROGxx and it ends up not including the APF part.
In any case, if you want to steplib them make sure they both are authorized. Depending on what you are assembling, you might also need to have SCEERUN, SCEERUN2 (APF authorized of course) as well. Also, you could have a damaged SASMMOD1 library, but if nothing has changed recently (no maint or dasd issues), then it's unlikely. Since your PSW is all zeros, so if it's not an authorization issue then it seems like something extremely bad has happened to the module.
