I did a quick search on the original error message and info apar https://www.ibm.com/support/pages/apar/II05399 came up with some suggestions.
You say a new set of TN3270. Are you using different TN3270 software? If so, is it capable of all the extended query functions as the other TN3270 software? I'm guessing that you are using the same logmodes as the old TN3270 terminals. Is the difference SNA versus non-SNA? Since you have a working TN3270 and new TN3270, I suggest looking at what is different. It appears the 3 variables are CICS definitions, VTAM logmode and TN3270.
