Your title states you are using a zPDT so I presume this is running on Linux.
There are several ethtool LINUX commands in section 7.9 on LAN performance zPDT 
Redbook, SG24-8205-06. I have found these make an enormous difference to 
performance over local networks, particularly with FTP.
I am only running z/OS natively under zPDT however; no zVM involvement.

We are having an issue with inbound traffic thru the emulated OSA adapter.  
z/VM 7.4 is the host OS. Native FTP is very slow and when using NFS to install 
zLinux ... it is better but still slow. 

Outbound from zVM and zOS is fast ... it is just inbound traffic. we are talk 
KBs v GBs

AWSOSA --> to zVM TCPIP and DTCVSW --> 10Gb network cards. 

Any ideas as to where to look would be appreciated ...
