No.  

The '88' most likely represents a z/VM system in the vicinity.  I don't know if 
MVS uses the same value.  DS QD,QHA may give you a better picture.

The '00' in the middle isn't meaningful.

The last two digits are the partition identifier, a concatenation of the 
logical channel subsystem (CSS) number and the MIF ID within that CSS.

 The z/VM QUERY DASD DETAILS command uses the same data to produce something 
like:

      HOST ACCESS: CPU  PARTITION GROUPED RESERVED MPATHMODE    
                                  7D48        26             Y                  
 N                  Y        
                   -LOCAL  D6D8       17             Y                   N      
            Y
