I am assuming STCP1 is the Velocity goal associated w/ the address space. Its used for startup/shutdown and when the CICS region doesn't have adequate workload to be classified as a server. There is another Service class with a response time goal, but with CICS regions TOR, AOR, FOR, etc WLM can create multiple Internal service classes $SRMSxxx to manage the response time. All the transactions / CPU etc when in server mode should go to the Response time service class. When not in server mode goes to Velocity service class. The point is the CPU consumption doesn't get reported twice as in to the Velocity and Response time service classes.
