While I don't disagree with you, I will point out that ICSF was originally created to be an API with minimal tooling and we had expected other products (IBM and otherwise) to be built on top of us. From that perspective, the tooling we created was aimed at solving specific administrative tasks like loading/changing master keys, displaying status, setting up security, etc., so the operational key management tooling has always lagged behind.
