I'm not sure I grasped what is a "fix" part.
The test jobs has "fix" STEPLIB , parmlib's, AFP resources, same for all the test cases,
another part is changing from testcase to testcase.
The LOAD libraries  are PDSE (with program objects)
LLA can be used to cache the directory entries for all of these libraries
(whether load libraries or not) so that the EXCP's related to BLDL can be
reduced.
If LLA is managing the load library data set as well, it may choose to
cache the frequently referenced program objects in VLF.
In some cases, LLA itself may not do the caching in VLF but instead will
inform PDSE processing to use its own caching process.
Whenever the executable is cached, the EXCP's to fetch it will not happen.

At the time that you do the "changing with the new releases", you will
have to inform LLA of the updated libraries so that it can refresh its
information.
In response, LLA will throw away all the old cached stuff for those
libraries, letting the process begin again.
